Real estate transactions involving
the U.S. Government are driven by the Government's own unique process and procurement
language. Bitzer offers expertise working with the Government in a wide variety
of transactions. Bitzer broker Art Cudworth has 10 years of experience working
for the General Services Administration (GSA) as a real estate Contracting Officer,
so we understand the Government procurement process from inside out.
We provide services to our clients in three broad areas:
Development / Lessor
We have developed new buildings for lease to the GSA and other Federal agencies.
This work involves:
Create and manage a development team
of architect, general contractor and lender
Prepare initial offer to the Government
Negotiate on behalf of the ownership
entity
Insure all due diligence work is accomplished
Coordinate actual construction per the
Government’s requirements
Manage the space while under lease
to the Government
Tenant Representation
We have represented Federal agencies that have chosen to exercise their own
leasing authority outside of GSA:
Completing internal authorization documents
Preparation of Solicitations of Offers
Analysis of offers
Negotiations with landlords
Insuring the completeness of build-out
documents
Space acceptance and inspection
Landlord Representation
We have represented numerous landlords of the GSA, Forest Service and other
Federal agencies, assisting our clients in:
Preparation of initial offers including
the proper completion of required forms
Negotiations
Oversight of the preparation of construction
documents and the actual construction
We have provided these services to nationally known
real estate brokerage and asset management firms, serving as the “interpreter”
between the Government and the private sector. Art
Cudworth not only provided all of these services, but continues, on a
contract basis, to teach Government procurement officials the classes required
for them to sign real property leases on behalf of the Government.
